Goryokaku Tower first opened in 1964 in commemoration of the 100th anniversary of the construction of Goryokaku Fort. In 2006, a new 107-meter tall tower was completed. The observation level, located on two floors 90 meters and 86 meters above the ground, provides sweeping views of the star-shaped fort and downtown Hakodate as well as Mt. Komagatake and the Shimokita Peninsula of Aomori Prefecture on clear days. The observation level also has educational displays on the history of Goryokaku Fort and Hakodate, a bronze statue of historic figure Hijikata Toshizo, as well as a cafe and souvenir shop.
