The Hakodate Municipal Social Welfare Center implements social welfare and volunteer programs and provides consultation services. The center uses its volunteer meeting room, seminar room and skills-building room to improve the welfare of senior citizens and the physically-challenged and as a place for city residents to interact. Tourists also frequent the area for Ryokuchi Park, located next to the center, where a commemorative monuments also mark the final resting place of Toshizo Hijikata.
