The Hokkaido International Foundation was established in 1980 as an attached organization to the Hakodate Branch School of Far Eastern National University of Russia. The foundation's mission is to promote international understanding as well as to arrange homestay families for international exchange students studying in Hakodate and develop international exchange activities in the local community. The roof of the center provides sweeping views down Hachimanzaka Avenue through to western Hakodate and Hakodate Bay.
