Overseas Chinese residing in Hakodate funded the construction of the building in 1910 as a meeting place for the Chinese community. The red-brick building, built using a traditional Ching Dynasty method and entirely nail-less, retains a high-profile presence in the Motomachi District. The interior includes an altar dedicated to Guan Yu, hero from The Chronicle of the Three Kingdoms, furniture and furnishings, and pillars all covered in gold leafing as well as a collection of vividly bright red luxury items.
